I don’t think any of those episodes are great, but there sure are some that are waaaaaay more terrible than most of those. “Beast Below” isn’t that bad, neither is “Boom Town”, and tbh I don’t think “Fear Her” is either but I am at least the minority in that regard.

But I would say things like the Dalek two-parter from s3, Hungry Earth/Cold Blood, Victory of the Daleks, and the Next Doctor are worse than any of the offerings on that list, and that’s just going by boring-bad and not “this is offends me morally on every level” bad.
